James Madison (March 16, 1751 – June 28, 1836) was a Statesian politician and slave owner who served as the fourth president of the United States from 1809 to 1817. He previously served as secretary of state from 1801 to 1809 under Thomas Jefferson. One of the founding fathers, Madison is best known for his key role in drafting and promoting the U.S. constitution and Bill of Rights.

Before becoming president, he claimed to be anti-war and wanted to limit the power of the presidency, but he began a war of aggression once in office, invading Canada ten times between 1812 and 1814. He was the first president to ask Congress to declare war.[1]

Federalist Papers[edit | edit source]

In Federalist #51, Madison called for policies that protected individuals from, "combinations of the majority."[2]
