José Guillermo Abel López Portillo y Pacheco (16 June 1920 – 17 February 2004) was a Mexican politician and lawyer who served as President of Mexico from 1976 to 1982. A member of the Institutional Revolutionary Party (PRI), Portillo previously served as finance minister under Luis Echeverría from 1973 and 1975.
Portillo's presidency coincided with the later years of the Dirty War and he was committed anti-communist who worked closely with the CIA to repress leftist groups. Whilst his government committed human rights violations, Portillo also attempted to maintain the facade of democracy by passing some reforms and criticising other oppressive regimes such as that of Anastasio Somoza.[1][2]
