“BCCI's ability to operate with impunity for so long may also have had something to do with its connections to the murky world of intelligence. It had generated tremendous goodwill at the CIA by assisting in a series of sensitive covert operations. BCCI's relationship with U.S. intelligence was so close that questions have been raised about whether the CIA was one the original sponsors of BCCI — and even one of the beneficiaries of its larcency.”
