Drawing inspiration from Mao Zedong's People's Protracted War, the CPP firmly applies the strategic line of encircling the cities from the countryside over a protracted period of time until local conditions, such as between the NPA against the "Armed Forces of the Philippines (AFP)", are ripe for seizing the cities in a strategic offensive. The NPA relies on a wide rural mass base, builds sustainable fighting units, lures enemy forces deep into friendly territory, and finishes them off with a series of death traps, such as ambushes. Furthermore, it engages in counter-encirclements and counter-offensives, and whenever possible, it delivers hard blows to the enemy's weak points in urban areas. In the main, it launches battles and campaigns of annihilation and accumulates strength in the countryside until it is capable of carrying out the strategic offensive against the enemy in cities and in final holdouts.<ref | Drawing inspiration from Mao Zedong's People's Protracted War, the CPP firmly applies the strategic line of encircling the cities from the countryside over a protracted period of time until local conditions, such as between the NPA against the "Armed Forces of the Philippines (AFP)", are ripe for seizing the cities in a strategic offensive. The New People's Army (NPA; Filipino: Bagong Hukbong Bayan, BHB), is the armed wing of the Communist Party of the Philippines (CPP). Founded in March 1969, It is an important component of the CPP's struggle for national liberation and social revolution in the Philippines against the joint class dictatorship of the big comprador bourgeoisie and the landlord class.
Military Strategies and Tactics[edit | edit source]
In the main, it launches battles and campaigns of annihilation and accumulates strength in the countryside until it is capable of carrying out the strategic offensive against the enemy in cities and in final holdouts.[1]
Situation of the NPA since 2016[edit | edit source]
Based on the 2016 revision of the CPP’s constitution, the party recognizes their people’s protracted war to be in the stage of strategic defensive, the lower phase of the armed struggle and strives to move towards advanced phase by laying the basis for a strategic stalemate, the middle phase. Because of the uneven development of the NPA and the offensive capabilities of the AFP, the CPP states that there shall be localized stalemates of varying scales from the municipal level to higher levels (districts, provincial and regional) before they can proclaim that the strategic stalemate is dominant nationwide.[2]
Beyond Armed Tasks[edit | edit source]
Aside from being distinctively a fighting force, the NPA performs other tasks such as political, productive and cultural ones under the leadership of the CPP. To differentiate itself from its enemy forces, it tries to serve the people, rely on them and enjoy their wholehearted participation and support in their armed struggle. The armed struggle is integrated with carrying out land reforms for the rural peasantry and the building of the organs of political power and mass organizations in the Philippine countryside.
